Where Does Ireland Actually Rank in Europe for Green Buildings and Passive Houses?
Coming from Ireland, I can tell you that it wouldn’t have been that long ago that if the word green building were mentioned, the response would have been something like:
Sure isn’t our island green enough, without putting green buildings here as well.
But things have changed significantly, and while, like many countries, the Emerald Isle has far to go on its Net Zero Journey, it has done some good work.
Even my own 87-year-old Dad has been retrofitting his Victorian home.
Where does Ireland Rank in Europe for Green Buildings and Passive Houses?
Ireland punches far above its weight on certification and heat pumps — but its existing housing stock tells a very different story. Here is how the country compares across Europe, and why the gap matters for anyone commissioning sustainable design.
Ask where Ireland ranks in Europe for green building, and you will not get a single answer, because there is no single league table. Depending on whether you measure certified commercial floor area, heat pump uptake, passive house policy or the energy performance of the homes people actually live in, Ireland lands anywhere from near the top of the continent to well down the field.
That contradiction is the story. Ireland has built genuine world-class capability in low-energy design and installation, while sitting on one of the least efficient housing stocks in Western Europe. Understanding both halves is essential for architects, developers and homeowners trying to separate real credentials from green marketing.

Ireland ranks 8th in Europe for LEED certification
In February 2026, Green Business Certification Inc. and the U.S. Green Building Council published their first Top 10 European Countries for LEED ranking, covering 2025. Ireland placed eighth, with 56 certified projects covering 655,276 gross square metres. Sweden led the table with more than 2.5 million square metres across 183 projects, followed by Spain and Italy.
Eighth place sounds middling until you account for size. Ireland has a population of roughly 5.4 million. It finished ahead of Poland and Portugal, and within striking distance of Romania and Finland, on absolute floor area. On a per capita basis, that puts Ireland among the strongest performers in Europe — comparable to Sweden, which topped the ranking outright.

In 2015, a Dublin county council became one of the first local authorities in the world to make passive house the default standard for new buildings.
In February that year, councillors in Dún Laoghaire-Rathdown voted 23 to 14 to require passive house standard, or demonstrably equivalent performance where reasonably practicable, for all new buildings in the county. The motion — proposed by then-cathaoirleach Marie Baker — followed a councillors’ visit to a passive house in Mount Merrion, organised with the Passive House Association of Ireland, where space and water heating for four adults cost the owner roughly €170 a year.
It was not a straightforward win. Government ministers had written to councils directing them not to go beyond minimum building standards in their development plans, and the council’s own chief executive asked for every reference to passive house to be removed. Councillors adopted it anyway that October, by 26 votes to 13, writing the standard into the 2016–2022 County Development Plan. Dublin City Council passed a similar measure the following May.
Fifth in Europe for heat pumps per 1,000 homes
The European Heat Pump Association reports that Ireland now ranks fifth in Europe for heat pump deployment per 1,000 homes, with sales growing 19 per cent in 2024. That growth is more striking in context: 2024 was a bad year for the technology across the continent, with sales falling in most markets. Ireland was one of only three European markets to grow, alongside the UK and Portugal.
The EHPA attributes Ireland’s performance to long-term, stable policy rather than short bursts of subsidy — a point worth noting for policymakers elsewhere. Norway remains the outright leader with roughly 650 heat pumps installed per 1,000 households, followed by Finland at just above 540.

The table below stitches together the three strongest available datasets. Read the colours as an indication of relative standing, not a precise index — the methodology note underneath explains what each column can and cannot tell you.

Passive house: world-class expertise, modest numbers
Ireland’s passive house story is one of depth rather than volume. The Passive House Association of Ireland argues that the mild Atlantic climate makes Ireland one of the most cost-effective places in the world to build to the standard, because milder winters demand less insulation than in Germany or Scandinavia. One of the world’s largest manufacturers of certified passive house triple glazing, Munster Joinery, is Irish. And the country has one of the largest pools anywhere of trained passive house designers and tradespeople — the “learning curve” cost that slows adoption elsewhere is already largely paid.
On policy, Dún Laoghaire-Rathdown County Council became one of the first local authorities anywhere in the world to require new homes to meet passive house standard or equivalent performance where reasonably practicable. Enforcement has varied, but the signal shaped the direction of Irish construction.
More recently the standard has moved from one-off houses to scale. Over 850 passive house homes have been completed or handed over across three Dublin sites, with schemes now underway set to be among the largest passive house housing developments in Europe. At one major housebuilder, passive house units now account for a third of total output.
Against that, absolute certified numbers stay small. The International Passive House database lists only around 70 certified passive buildings on the island of Ireland — a fraction of the figures for Germany or Austria. Sources vary on the exact count, which itself says something about how thin the certification record is.
The short version
Ireland ranks 8th in Europe for LEED-certified space and 5th for heat pumps per 1,000 homes — both remarkable for a country of 5.4 million. But 80 per cent of Irish buildings hold a BER of C or lower, only around 4 per cent reach an A rating, and the national retrofit programme is running well behind target. The skills exist. The stock has not caught up.
The weak point: the homes that already exist
This is where the ranking reverses. Around 80 per cent of Irish homes and other buildings hold a Building Energy Rating of C or lower, and per-dwelling energy use has run above the EU average. Central Statistics Office data indicates roughly 37 per cent of Irish homes sit at C, 24 per cent at D, and only about 4 per cent achieve an A rating.
Ireland’s Climate Action Plan targets 500,000 homes upgraded to BER B2 or better by 2030, with an interim milestone of 120,000 by the end of 2025. By the close of 2025, approximately 55,893 homes had reached that standard. Hitting the 2030 figure now requires around 75,000 B2-equivalent upgrades every year from 2026 — a step change from a programme that delivered its record year at just over 58,000 upgrades of all kinds.
The investment has been real: more than €1.67 billion since 2019, supporting energy upgrades in over 244,000 homes. But deep retrofit is a different discipline from new-build low-energy design, and the delivery gap reflects that. Ireland is still, on some measures, performing better than most EU states on decarbonising buildings — which says as much about the EU-wide deep renovation rate of roughly 0.2 per cent a year as it does about Ireland.
What this means if you are commissioning work
The practical implication for clients is straightforward. Ireland’s genuine, verifiable expertise is concentrated in new-build passive house design and heat pump installation, where the professional base is among the deepest in Europe relative to market size. Deep retrofit and EnerPHit capability is thinner on the ground, and it is precisely in that space that sustainability claims on practice websites most often outrun the underlying credentials.
If you are vetting an architectural practice, ask for certified project references rather than stated commitments, and check whether named individuals hold Certified Passive House Designer accreditation. The RIAI Practice Directory allows filtering by sustainability skills and environmental accreditation, which is a faster route than reading fifty homepages.

A note on methodology for Ireland Rank in Europe for Green Buildings
There is no unified European index of green building performance, so the table above combines three separate sources. The LEED column reflects one certification scheme that is heavily weighted towards commercial property and is not the dominant standard everywhere — much of Europe uses BREEAM, DGNB or HQE instead. A country absent from the LEED top ten is not necessarily a weak performer.
The heat pump column draws on European Heat Pump Association market reports, which cover a defined set of countries and use different bases (stock versus annual sales) depending on data availability.
The passive house column is marked “not assessed” wherever no documented national policy or certification fact was available. There is no reliable per-country register of certified passive buildings across Europe, and filling those cells would have meant guessing.
