Art of Building: The World’s Biggest Built-Environment Photo Contest

The CIOB’s Art of Building competition turns the built environment into a public vote. One of its defining images — a Baku frame that set Soviet-era apartments against Zaha Hadid’s Heydar Aliyev Centre — shows how a city can carry its past and its future in a single photograph.

Photography has a peculiar power over the built environment: it decides which buildings become images in the public mind. The Art of Building competition, run annually by the Chartered Institute of Building (CIOB), is one of the most accessible showcases of that power. It invites photographers to capture construction, architecture, engineering and the human life of buildings, shortlists a set of finalists, and opens the result to a public vote — which is what makes it more than an industry prize.

The competition has grown into what its organisers describe as the world’s biggest built-environment photography contest, with entries from around the world and categories that reward everything from monumental architecture to the intimacy of a room. Its most striking habit is to choose images that complicate the story: a masterpiece next to an ordinary block, a grand structure seen from an unexpected angle, a worker or a resident framed inside the machine.

Azerbaijan appears in that record through one of the competition’s most discussed images. “New vs Old Baku,” photographed in the Azerbaijani capital, set the city’s Soviet-era apartment blocks directly against the flowing white curve of the Heydar Aliyev Centre, the Zaha Hadid-designed cultural complex that has become Baku’s signature building. In a single frame it captured the country’s central architectural argument: the distance between the inherited city and the new one being built beside it.

01 / The competition

What Art of Building rewards

Art of Building is judged on more than technical skill. The best entries tend to work on two levels at once: they are photographs of buildings, and they are photographs about what buildings mean to the people around them. A facade can be beautiful and still say nothing; a stairwell, a market, a half-built frame or a window can say almost everything about how a society builds and who it builds for.

The competition’s public vote matters for the same reason. It takes a subject that is usually discussed in professional language — design, procurement, engineering — and hands the final say to an audience that experiences buildings as users, neighbours and passers-by. That is a useful corrective in an industry that can become absorbed in process.

02 / Baku in the frame

New versus old, in one image

The Old City (Icherisheher), Baku — “New vs Old Baku” set the city’s Soviet-era apartments against the Heydar Aliyev Centre — the honest picture of most rapidly developing cities. Photo: Feelingsarts via Wikimedia Commons, CC BY-SA 4.0.

The Heydar Aliyev Centre is the building most closely associated with modern Baku: a white, continuous, undulating form with no straight lines, designed by Zaha Hadid Architects and completed in 2012. It houses cultural facilities and has won international awards, and it has done for Baku what a handful of buildings do for any city — given it a globally recognisable image.

What makes the “New vs Old Baku” photograph compelling is that it does not stop at the icon. By including the older residential blocks in the same frame, it shows the two Bakus coexisting: the polished, photogenic, internationally authored one, and the weathered, functional, locally made one. That pairing is the honest picture of most rapidly developing cities, and it is the tension that Azerbaijan’s green-building agenda has to navigate. The country can build to a world standard — the question the photograph raises, without answering it, is what happens to everything else.

03 / Why it matters

Photography as built-environment literacy

Competitions like Art of Building do something the industry often struggles to do: they make the built environment legible to people who will never read a specification. A good photograph of a construction site, a retrofit in progress or a public space in use communicates what a report cannot, and it builds the public sense that buildings are a shared concern rather than a private transaction.

For countries going through rapid construction — as Azerbaijan is, in Baku and across the Karabakh reconstruction — that literacy has practical value. A public that can see and judge the quality of what is being built is a public that will notice when standards slip, and a profession that has its work photographed well is a profession with an incentive to build well.

04 / Entering and voting

How the competition works

Art of Building is run by the CIOB, which frames it as a celebration of the creativity of the construction industry and the role buildings play in everyday life. Entries are shortlisted, a public vote runs for several weeks, and the winner, selected from the shortlist, receives a cash prize. The competition’s category structure and dates shift year to year, so anyone intending to enter or vote should check the current year’s page directly rather than rely on older schedules. Historically the shortlist has run to around a dozen finalists, the public vote has stayed open for several weeks into the new year, and the winner has been announced shortly afterwards. The judging brief has remained consistent: images that show the built environment with originality, technical quality and a human dimension.

Entry is open to professional and amateur photographers alike, which is part of the competition’s character. It is not a trade award judged only by architects, and the shortlists frequently include images made by people who simply noticed something worth photographing — a reflection, a shadow, a repeating pattern of windows, a worker at height. That openness is what keeps the archive broad, and it is why the competition has become a useful visual record of the built environment rather than a portfolio of architectural renderings.

For the construction industry, the competition also serves a recruitment and reputation purpose. Construction struggles to attract skilled entrants in many countries, and its public image is often reduced to noise, delay and cranes. Images that show the craft, scale and social value of what the industry makes are a modest counterweight, and the CIOB uses the competition explicitly to celebrate the creativity involved in building.

The wider value is the archive it has accumulated. Across its editions the competition now holds a visual record of how the world built during a period of intense urbanisation and, increasingly, of how it is retrofitting and greening what already exists — solar arrays, timber structures, reclaimed buildings and construction workers in the frame. That record is a quiet but useful document of the transition.

05 / How to read a building photograph

The visual grammar of the built environment

Judging a built-environment photograph well means looking past the subject. Composition, light and timing are the photographer’s craft, but the image also carries information: the state of the building, the materials, the way people use the space, the relationship between the structure and its surroundings, and often an implicit argument about what the city values. A photograph of a glistening tower framed alone argues for aspiration; the same tower seen beside crowded older housing argues something different.

This is why the strongest entries in competitions like Art of Building tend to be the ones that let the viewer do some work. A construction worker balanced on a beam, a stair cast in shadow, a market hall filled with people, a half-demolished facade — each of these shows the built environment as a process and a social fact rather than a finished object. For an industry that spends most of its time on specifications and schedules, that perspective is a useful reminder of what the work is ultimately for.

It is also why the competition’s public vote produces such varied winners. Audiences respond to buildings they recognise: homes, streets, places they have passed through, the small and unremarkable structures that professional photography usually ignores. Celebrating those as much as the masterpieces is the competition’s quiet achievement.

06 / The Baku story

What the image says about Azerbaijan’s built environment

Baku is one of the most photographed cities on the Caspian, and for good reason: it has a skyline that mixes Soviet modernism, contemporary landmark architecture and the remnants of the oil industry that built it. The Heydar Aliyev Centre, the Flame Towers and the waterfront belong to the new city; the panel blocks and the industrial belt belong to the old. The “New vs Old” frame is a shorthand for the entire development question the country faces.

That question has an environmental dimension that the photograph captures implicitly. The new Baku contains the country’s best-performing buildings; the old city contains the buildings with the worst energy performance and the greatest retrofit need. Bridging the two — carrying the standard set by the landmarks into the ordinary stock — is the work that Azerbaijan’s green-building agenda is about. A photo competition cannot do that work, but seeing both cities in one image is a start.

Key points

Art of Building is the CIOB’s annual built-environment photography competition, decided partly by public vote. An early shortlisted image, “New vs Old Baku,” set Soviet-era apartments against Zaha Hadid’s Heydar Aliyev Centre — the defining tension in Azerbaijan’s built environment. The competition matters because it makes construction and architecture legible to a general audience, and because its archive now records the shift toward retrofit, timber and renewable energy.
