Sustainable Building in Cork, Ireland: An Updated Report
Cork City holds an EU Mission Label, a €2.2 billion climate plan and one of the largest urban regeneration sites in the country. It also has the joint-lowest share of A-rated homes of any local authority area in Ireland. Both things are true, and the gap between them is the real story of sustainable building in Cork.

How to read the colour in this piece. We have used Ireland’s own Building Energy Rating band scale as the colour system throughout — green for A, through yellow and orange, to red at G. Where you see green, performance is at or near the top of the national scale. Where you see orange or red, it is not. The colours carry meaning here rather than decoration.
The claim, and what sits underneath it
Cork is regularly described as one of Ireland’s greenest counties, and there is a specific source behind that. The price-comparison service Switcher.ie publishes an annual Ireland’s Greenest Homes study, which ranks the 26 counties on a composite of BER ratings of B2 and above, recycled waste tonnage, newly registered electric vehicles, homes using solar energy, and SEAI grant uptake for solar, roof insulation and property upgrades. Cork has placed sixth in recent editions.
It is a useful headline and a reasonable piece of work, but it is worth being precise about what it measures. It is a consumer-facing composite, not an official statistic, it is weighted heavily towards absolute counts rather than performance per household, and Cork is the largest county in Ireland by area with the second-largest population. On several of those input measures, being big is most of the story.
The official picture is less comfortable and considerably more interesting.
Cork City has the joint-lowest share of A-rated homes in the State
The Central Statistics Office publishes quarterly Domestic Building Energy Ratings, broken down by local authority area. In the Q1 2026 release, the counties with the highest proportions of A-rated dwellings were Kildare at 30 per cent, Meath at 28 per cent and Dublin County at 28 per cent. The lowest were Leitrim and Cork City, both at 6 per cent.
This is not a one-quarter wobble. Cork City has sat at or joint-bottom of that table in every quarterly release we checked back to mid-2024, moving from 4 per cent to 5 per cent to 6 per cent as the national stock slowly improves. Over the same period Cork City also recorded the highest dependence on mains gas for space heating of any area in the country, at 70 per cent.

None of this makes Cork a laggard in intent. It makes Cork a city with a genuinely difficult building stock: dense, old, largely gas-heated, much of it in terraces and on constrained sites where external wall insulation is awkward and where a great deal of the fabric is either protected or in an architectural conservation area. Kildare and Meath top that table substantially because they built a very large number of new homes in the last fifteen years, and new homes are now almost universally A-rated. Cork City’s job is the harder one. For the wider frame, we have set out where Ireland actually ranks in Europe for green buildings and passive houses.
Two councils, one target, and an EU label
Cork is administered by two local authorities and it matters for anyone reading the plans. Cork City Council covers the city and its 2019 boundary extension. Cork County Council covers everything else, from Youghal to Castletownbere. Both adopted Climate Action Plans running 2024 to 2029, as required under the Climate Action and Low Carbon Development (Amendment) Act 2021, which commits the State to a 51 per cent emissions reduction by 2030.
Cork City’s plan is the more ambitious of the two, because the city signed up to something harder. In April 2022, Cork and Dublin were selected from over 300 applicants to join the EU Mission for 100 Climate-Neutral and Smart Cities by 2030. The target for participating cities is not the national 51 per cent. It is climate neutrality by 2030, which Cork has translated into at least an 80 per cent reduction in greenhouse gas emissions against 2018 levels.

Cork City has been awarded an EU Mission Label — a European Commission designation that only a minority of the 100 Mission Cities have secured.
To receive the Label, a city must produce both a Climate City Contract action plan and a matching investment plan showing how the money will actually be mobilised. The Commission cited Cork’s leadership and the ambition of its climate action plans. The practical value is procedural rather than symbolic: the designation is now being used to unlock European, State and private funding streams that would otherwise have been harder to access, and Cork City Council has publicly credited it with helping to secure Horizon Europe grants and European Investment Bank support.
The financial scale of the city plan is worth stating plainly. Cork City Council’s Climate Action Plan sets out headline expenditure of more than €2.2 billion to 2029, of which €1.9 billion is housing — and the council’s stated standard for that housing is a minimum BER of A2. In drafting the plan the council engaged with over 1,100 citizens.
The county plan is aligned to the national 2050 climate-neutral objective rather than a 2030 city mission, and its centre of gravity is different: dispersed rural housing stock, oil-fired heating, agricultural land use and a much longer road and coastal network to adapt. Cork County Council adopted its plan on 12 February 2024.
Retrofit: the part that actually moves the number
Given the BER picture, retrofit is not one strand of Cork’s climate work. It is the strand that determines whether any of the rest of it adds up.
In February 2026, Cork City Council secured a €2 million grant from the European Investment Bank, drawn from the EIB’s ELENA (European Local Energy Assistance) facility. ELENA is a technical assistance instrument rather than a construction grant, and the distinction is what makes it useful: the money over three years pays for energy audits, project design, feasibility assessments and procurement planning across the council’s public building portfolio and social housing stock. The point of it is to build a pipeline that larger capital investment can then be poured into. It sits inside a national programme we have covered in detail in Retrofitting in Ireland in 2025 and Beyond, and with the SEAI’s Dr Ciarán Byrne on Ireland’s Retrofit Race.
The target it supports is specific: lifting the council’s retrofit rate from around 150 homes a year to 300 a year. Cork City Council’s 2026 budget provides for 300 properties under its energy efficiency retrofitting programme, so the step-change is funded rather than aspirational. The council also operates a Home Energy Upgrade Office (HEUGO) as a front door for residents.
Cork County Council is running a parallel programme on a three-year schedule: 479 local authority homes between 2025 and 2027, at 135, 175 and 169 respectively. The county completed its 135 in 2025, across estates in Macroom, Passage West, Coachford, Bandon, Bantry and Mallow. The specification is a deep one — full insulation, air-to-water heat pump, windows and doors replaced where necessary, and a minimum B2 on completion. The 2026 tranche moves east, with the largest single blocks at the Ard Aoibhinn estate in Cobh and the Dermot Hurley estate in Youghal.

Cork County Council recorded tenants’ fuel bills before and after retrofit — and one household’s annual bill fell from €3,440 to €771.60.
That property, at Moher Crescent in Mitchelstown, is the sharpest of several documented results. A tenant at Woodview Estate in Carrigaline went from €1,575 a year to €491.78. An earlier council survey recorded one home dropping from €6,680 to €1,230. Pre- and post-occupancy bill data of this kind is rare in Irish local authority retrofit reporting, and it is arguably the most persuasive material any council has produced on the case for deep retrofit — because it is measured consumption rather than modelled savings. The bills are only part of the return: we have written separately on the health benefits of retrofitting a home.

Solar in Cork: big in total, thin per head
Cork’s solar story is genuinely strong on volume. In 2024 Cork recorded 3,269 grant-supported domestic solar PV installations, second only to Dublin’s 6,391 and ahead of Galway’s 1,929. In 2025 that rose to roughly 3,603 as the national figure hit a record of just over 33,000 installations.
Per head of population, the ranking inverts. Analysis of SEAI installation data against Census 2022 population for the first half of 2024 placed Cork at 24.87 installations per 10,000 people — 19th of the counties, behind Meath at 36.14, Louth at 35.52 and Clare at 34.93. Cork is a large county doing a moderate amount of solar per household, not a solar leader.
Which is faintly perverse, because the physics favours Cork. Depending on the modelling source, Cork yields somewhere between 2.6 and 4.5 per cent above the national average per kilowatt-peak installed, on around 1,380 sunshine hours a year. The resource is there. The uptake per household is not, yet.

The SEAI solar grant is being deliberately wound down — and the window for the higher rates is closing year by year.
The maximum domestic solar PV grant fell from €2,400 to €2,100 in January 2024, to €1,800 in January 2025, and to €1,500 in January 2026, with further annual €300 reductions signalled and the scheme expected to close around 2029. The logic is that falling hardware costs mean the subsidy is no longer needed to make the sums work. For Cork homeowners the practical consequence is that the payback calculation now rests much more on the Clean Export Guarantee tariff — which varies substantially between suppliers — than on the grant.
Modern methods of construction: Cork is a manufacturing county
Something that rarely appears in county-level sustainability coverage is that Cork is not just a consumer of low-carbon construction. It is one of the places where it is made.
Cygnum, based in Macroom, is one of Ireland’s largest timber frame manufacturers. In May 2026 the Taoiseach opened an €8 million extension to its Macroom factory, lifting production capacity from 1,400 to 2,500 housing units a year and creating 150 jobs. The business installed 1,250 timber frame housing units in the preceding year and recorded turnover of more than €34.6 million in 2024, up from €23.6 million the year before.
That matters for the embodied carbon side of the ledger, which BER ratings do not capture at all. A BER measures operational energy. It says nothing about the carbon released in manufacturing the building. Timber frame, insulated concrete formwork and other offsite systems shift that calculation, and they also compress programme — a factor in a county with the housing delivery targets Cork has.

Goldsmith Street in Norwich — Mikhail Riches’ passive-house-standard council housing, and the first social housing scheme ever to win the UK’s highest architectural award, in 2019 — appears in Cygnum’s own case study portfolio alongside a passivhaus school and the Enterprise Centre at the University of East Anglia. Cork’s low-carbon construction sector is an export sector, and the Cork end of it is largely invisible in the coverage of those buildings.
Insulated Concrete Formwork (ICF) is also in use on Cork sites, offering high airtightness and thermal mass with a fast erection sequence. Both systems address the same underlying problem: Ireland’s traditional wet-trade masonry build is slow, weather-dependent and dependent on site workmanship for airtightness — the single hardest performance variable to control in the field.
The Docklands: the largest test Cork has set itself
Cork Docklands is the single most consequential thing happening in the Irish built environment outside Dublin. It is a 147-hectare riverside regeneration site — roughly 360 acres — with capacity identified for 9,000 to 10,000 new homes. A Cork Docklands Framework Plan was published for consultation in 2026 as a proposed new volume of the Cork City Development Plan 2022–2028, setting out the public realm, waterside amenity, transport, sports and community infrastructure needed to unlock that capacity.
What makes it interesting for this publication is that Cork is using it as a demonstrator for nature-based solutions embedded from the outset rather than retrofitted at planning stage. In March 2026 Cork City Council hosted a nature-based solutions tour and workshop for its own teams and Dublin City Council, with the Land Development Agency represented, focused on making integrated sustainable drainage and green infrastructure standard practice rather than a project-by-project argument. The claim being made is a sequencing claim, and it is the right one: if flood management, drainage and green infrastructure are designed in from the beginning of a 147-hectare masterplan, they cost a fraction of what they cost when bolted on, and they perform considerably better. The Docklands is where that claim will be tested at scale.

Cork’s new flagship park was designed as a piece of flood infrastructure that happens to be a park.
Marina Park’s masterplan by Dutch landscape architects OKRA treats water as the organising principle of the whole design, creating space for the temporary storage of extreme rainfall and for rising sea levels, and integrating natural wetland areas with the event and gathering spaces rather than separating them. The park is not a green amenity that also drains. It is an urban adaptation asset that is also a lovely place to walk.

Public realm and regeneration
Marina Park, South Docklands and Blackrock

Public realm Climate adaptation
OKRA and REDSCAPE won the competition for the full park area in 2014, having been appointed following the 2013 masterplan. The completed park will be roughly six times the size of Fitzgerald’s Park and will function as the principal open space for the 146-hectare Docklands regeneration area. It is the first project funded through the Urban Regeneration and Development Fund to be delivered as part of that regeneration.
Phase 1, the most urban section, was built between 2019 and 2022 on a former brownfield site of derelict showground buildings and a stadium. Phase 2 has opened in stages: Holland Park and the new playground in summer 2025, the elevated tree walkway, woodland paths and Barrington’s Folly in September 2025, and the reopened Atlantic Pond in November 2025. It is complemented by the 1.8 km Marina Promenade along the Lee, opened by the Taoiseach in April 2025.
Writing in the Irish Examiner, Catherine Shanahan judged that Cork’s public realm had until recently “lagged so far behind its European counterparts” that visitors never counted it as a reason to come — and that the transformation of the Marina area has changed that.

Cork City Council Lee Road Waterworks — the Sustainable City project

Heritage reuse
The council’s Sustainable City project refurbished a group of historic waterworks buildings on the Lee Road and created an urban eco-centre with visitor, exhibition and seminar facilities. Its lasting significance is what it enabled: the project developed through close collaboration with UCC and provided the adjacent site for the Environmental Research Institute. Together the two form a single environmental campus doing research and public engagement on the same ground — and it is a heritage retrofit rather than a new build, which is the harder and more replicable achievement.

LEED Gold Smart building
Built on previously derelict ground beside Cork City Hall as Johnson Controls’ global headquarters, and delivered in sixteen months from breaking ground. LEED Gold certification required at least a 36 per cent saving in energy-related operating costs, achieved through rainwater harvesting and treatment, solar-reflective external glazing, LED lighting on lux-level sensors, solar thermal collectors and a glazed central atrium that reduces reliance on artificial light. A single-unit basement battery charges overnight for peak shaving.
It is widely described as Ireland’s smartest building, with integrated IoT systems across access control, fire detection, HVAC, building management and facilities management. Tenants have included PwC, Investec, Arup and Malwarebytes.

Cork’s north docks office cluster was developed to a consistent environmental specification, which is unusual and worth noting: Penrose Dock was designed to achieve a minimum LEED Gold, and Horgan’s Quay comprises three LEED Gold standard office blocks with headroom for LEED v4 Commercial Interiors Platinum fit-outs. LEED remains the dominant scheme in the Irish commercial market; for the smaller BREEAM picture, we counted the certificates ourselves in How Many BREEAM Buildings Are There in Ireland?
Horgan’s Quay is also the more interesting sustainability argument of the two, because its case rests as much on location and reuse as on plant. The scheme sits directly on Kent Station, and it is built around the conservation of the site’s industrial heritage: the Goods Shed refurbished into the office entrance hall with its lattice girder and queen post trusses preserved, the Station House restored as the centrepiece of the residential element, and a nine-metre Cork limestone wall retained. It targets an A2 BER and Wired Score Platinum, using floor-to-ceiling glazing with deep overhangs to maximise daylight while controlling solar gain, plus rainwater harvesting.

First of its kind Aquifer heat pump
The first naturally ventilated laboratory building in Ireland, funded by the HEA with support from what was then Sustainable Energy Ireland. It has no boiler. The concrete frame is conceived as a large radiator with embedded pipework, circulating water heated or cooled by a heat pump drawing on a permanent underground water source at a constant 15°C, topped up in winter by roof-mounted solar collectors and heat recovery from the laboratory equipment itself. Photovoltaics on the roof serve computing, lighting and small power.
The form does the ventilation work. A 65-metre rectangular frame on an east–west axis produces clean north and south elevations, with laboratories to the north and offices to the south, and circulation, service cores and kitchenettes between them. The internal stair cores act as ventilation flues; the laboratories are naturally ventilated through cedar windows set into the exposed concrete frame. There is no mechanical ventilation or air conditioning anywhere in the building. A high density of sensors embedded in the fabric monitors performance continuously and feeds it back to occupants.
Two of the building’s laboratories have since received Sustainable Laboratory Certification from Research Ireland in partnership with My Green Lab and Impact Laboratories — a meaningful recognition, given that research laboratories are among the most energy-intensive building types there are.
Did you know?
The building is named after a West Cork botanist who identified at least twenty species new to science or new to Ireland — between the ages of 20 and 27.
Ellen Hutchins worked at Ballylickey on the shores of Bantry Bay between 1805 and 1813, specialising in the difficult non-flowering plants: seaweeds, lichens, mosses and liverworts. She compiled the first proper account of West Cork’s flora, listing over a thousand plants in her neighbourhood, while managing chronic illness and caring responsibilities. UCC renamed the Environmental Research Institute headquarters in her honour in 2022 and opened an Ellen Hutchins Reading Room in the building, holding pressed seaweed specimens, letters and a drawing by her.

Marine renewables National infrastructure
A major extension of the Environmental Research Institute and UCC’s flagship presence on the IMERC campus, adjacent to the National Maritime College of Ireland. It houses the SFI MaREI Centre and the LIR National Ocean Test Facility, with capacity for around 135 to 150 researchers, industry partners and support staff.
The core of it is a 2,600 m² tank hall containing four wave tanks — including a Deep Ocean Basin and an Ocean Basin — plus a wave and current flume, adjustable beach and electrical test laboratory. The tanks generate physical waves up to 1.2 metres, scaled to represent the 30-metre-plus conditions encountered off Ireland’s west coast. Offshore wind, wave and tidal devices are tested here for performance, installation, towing and survivability before they ever reach open water.
The building is named for Rear Admiral Sir Francis Beaufort, the Irish hydrographer whose wind force scale is still in global use. Over 200 people worked on site during construction.
Certified passive house
Cork City Passive House, Lee Road

Passive House HPI Gold — first in Ireland
This is the most nationally significant private house in Cork, and the reason is the certificate rather than the architecture. It was the first project in Ireland to receive a Gold label under the Home Performance Index, the Irish Green Building Council’s national voluntary certification system for quality and sustainable residential development — and the first self-build or one-off house in the country to be fully certified under any such scheme.
HPI rates far more than energy. It assesses access to amenities, indoor air quality, ecological impact, transport options and the environmental impact of construction materials. IGBC chief executive Pat Barry noted the daylighting, indoor air quality and energy efficiency; architect John Morehead highlighted that the timber, window frames and paints were all locally sourced. The house was designed for exemplary water efficiency and should use up to 85 per cent less water than a typical home on standardised usage.
An existing two-storey dwelling was demolished to make way for it, on a tight urban site with poor solar access. The response was a courtyard plan of two two-storey sections joined by a single-storey link, with the compromise in form factor offset by robust detailing, careful material selection and glazing specification.
Roaring Water Bay Passive House, West Cork

Passive House
A certified passive house overlooking Roaring Water Bay. The practice’s director John Morehead qualified as a Certified European Passive House Designer in December 2009, having attended the first PHI-accredited course run at Strathclyde University — which places Wain Morehead among the earliest cohort of certified designers working in Ireland. The dwelling meets the passive house criteria of 15 kWh/m²a space heating demand and a 10 W/m² heating load. The owners have repeatedly opened the house to visitors for International Passive House Open Day.
Bandon Passive House

Passive House
Certified by the Passivhaus Institut in Germany. The design is worth noting for how it handles solar control: rather than adding brise-soleil to a flat facade, it modulates the elevation itself, setting glazing back on southern orientations so that shading is produced by the building’s own depth. Practice principal Paul McNally previously delivered Ireland’s first passive-certified pharmacy and its first passive-certified apartment building, and won the RIAI Sustainable Award in 2015.
UCC campus — Green Flag and ISO 50001

World first
UCC became the world’s first Green Flag campus for third-level institutions in 2010, an award of the Foundation for Environmental Education, and has held the status since. It was also the first third-level institution worldwide to achieve certification to ISO 50001, the energy management systems standard. The Ellen Hutchins Building and the Beaufort Building anchor the research side of that commitment as the two dedicated buildings of what is now the UCC Sustainability Institute.

A Ballincollig housing development delivered using offsite timber frame from Cygnum’s Macroom plant, and one of the practical examples of modern methods of construction being used at scale on Cork sites rather than on one-off self-builds. External walls are factory-insulated and sealed to a controlled airtightness standard before they arrive on site — which removes the variable that most often causes as-built performance to fall short of design.
What Cork still has to prove
The flagship buildings in this piece are genuinely good, and several are national firsts. But almost all of them are new build, and the overwhelming majority of Cork’s carbon problem sits in buildings that already exist. A LEED Gold office at Albert Quay and a 6 per cent A-rating share across the city’s rated homes describe the same place.
Three questions we will be following through this Cork series:
- Can the retrofit rate hold? Doubling from 150 to 300 council homes a year is the right target. Sustaining it requires airtightness and insulation capacity in the local supply chain, and that capacity is the least visible and least measured part of the whole system.
- What happens to the gas connections? Seventy per cent of Cork City’s rated dwellings use mains gas for space heating — the highest share in the country. A climate-neutral 2030 and a 70 per cent gas-heated housing stock cannot both survive. The regulatory lever is European: the IGBC’s Stephen Barrett walked us through the Energy Performance of Buildings Directive.
- Does the Docklands standard hold under delivery pressure? Nine to ten thousand homes on 147 hectares, with nature-based solutions designed in from the outset, is exactly the right ambition. Housing delivery pressure is where such ambitions are usually traded away.
